This occurred in November 2006.  The next time and error occurs it may not have the same cause, but these notes may help in determining the cause and the solution.

Apache was attempting to execute CC v2 LOGIN.COM which was giving an error.  I comment this out and restarted Apache.  FYI, if you look at APACHE$ROOT:[000000]APACHE$$SERVER.LOG; when there is an error it will assist in tracking down the cause of the startup problem.
